How Indian Electricity Bills Are Actually Calculated
An Indian electricity bill is not just units × rate. Each state's electricity regulatory commission (SERC) approves a tariff order for its DISCOMs that stacks several separate charges on top of energy consumption: slab-wise energy charges, fixed or demand charges, meter rent, electricity duty, and often a fuel adjustment charge (FAC) that changes periodically with input fuel costs.
Telescopic vs Non-Telescopic Slab Billing
Most domestic tariffs in India use telescopic (progressive slab) billing — units are billed slab by slab, so only the portion of your consumption that falls inside a higher slab is charged at that slab's rate. A minority of tariffs, including several Kerala LT categories and some rural domestic categories in Bihar, use non-telescopic billing, where crossing into a higher bracket means the entire month's units are billed at that bracket's rate.
What Gets Added on Top of Energy Charges
- Fixed / Demand Charges: billed per kW of your sanctioned load (or as a flat monthly fee for some categories), regardless of how many units you actually use.
- Meter Rent: a small flat monthly fee for the meter itself.
- Electricity Duty: a state government tax, charged as a percentage of the energy charge (and of the wheeling charge too, in states that levy one) — it varies from 0% in some agriculture categories to over 20% for some commercial/industrial categories in states like Maharashtra.
- Fuel Adjustment Charge (FAC): a per-unit surcharge that passes through fluctuating fuel/power-purchase costs, published separately from the base tariff and revised periodically.
- Wheeling Charge: in some states (e.g. Maharashtra), a separate per-unit charge for using the DISCOM's distribution network, billed alongside energy charges and — being a per-unit charge rather than a fixed cost — also subject to electricity duty.

Frequently Asked Questions
What is the difference between telescopic and non-telescopic electricity billing?
In telescopic billing, each unit is charged at the rate of the slab it falls into, so only the portion above a threshold is billed at the higher rate. In non-telescopic billing, crossing into a higher slab means the ENTIRE month's consumption is billed at that slab's rate, not just the excess.
Why do neighboring states charge different electricity rates for the same units?
Each state's regulatory commission sets tariffs independently based on its own generation mix, transmission losses, and subsidy policy — a state that subsidizes agriculture heavily often recovers the cost through higher commercial or industrial tariffs elsewhere.
What is electricity duty on a power bill?
Electricity duty is a state government tax charged as a percentage of energy charges (not the total bill), separate from the DISCOM's own tariff, and remitted to the state treasury.

How is sanctioned load different from units consumed?
Sanctioned load (kW) is the maximum approved power draw for your connection, fixed at setup and used only for per-kW fixed charges. Units consumed (kWh) is what your meter records monthly and drives the energy charge — they're independent figures on the same bill.
