FESCO Rates Are the Same NEPRA Schedule as Every Other Ex-WAPDA DISCO
FESCO (Faisalabad Electric Supply Company) doesn't set its own tariff — NEPRA notifies a single uniform schedule that applies identically across all 10 ex-WAPDA distribution companies (FESCO, LESCO, IESCO, GEPCO, MEPCO, HESCO, SEPCO, PESCO, QESCO, TESCO). K-Electric, which serves Karachi separately, is the one exception with its own tariff. FESCO covers Faisalabad, Jhang, Toba Tek Singh, Chiniot and Sargodha. Faisalabad has been Pakistan's biggest textile-manufacturing hub since the colonial-era canal-colony period — the reason FESCO's industrial-tariff consumer base is unusually large relative to its residential one compared with most other DISCOs.
The mechanic worth understanding is that residential tariffs are non-telescopic: unlike a progressive/slab-wise system where only the units above a threshold cost more, FESCO bills your entire month's consumption at the rate of whichever slab your total falls into. For an Unprotected consumer on a 1 kW connection, 300 units at Rs 33.10/unit comes to roughly Rs 12,285 total (energy + fixed charge + duty + GST) — but 301 units, crossing into the next slab at Rs 36.46/unit, jumps to roughly Rs 13,592.
How Protected / Unprotected / Lifeline Status Works
This isn't something you choose, and it isn't decided by a single month's reading. Under the current tariff:
- Lifeline: 12-month average consumption ≤100 units — the lowest rates (Rs 3.95–7.74/unit), exempt from fixed charges, but no slab benefit if you exceed 50 units in a month.
- Protected: 6-month average consumption ≤200 units — subsidised rates (Rs 10.54–13.01/unit) with the benefit of one previous slab.
- Unprotected: everyone else — full tariff rates from Rs 22.44/unit up to Rs 47.20/unit above 700 units.
FESCO tracks your consumption history and prints your assigned category directly on your bill — this calculator can't work that out for you, so select whichever category actually appears on your bill.
Reading the Non-Energy Lines on a FESCO Bill
Past the energy charge, a FESCO bill stacks five more line items before you reach the total:

*The Protected tariff table only defines slabs up to 200 units — a real Protected consumer averaging over 200 units for 6 months would be reclassified as Unprotected, so these rows are illustrative of the rate structure, not a realistic bill for that consumer. Notice the Unprotected jump from 300→301 units: about Rs 1,308 for one extra unit, purely from the slab-cliff mechanic. Frequently Asked Questions
Does FESCO charge different rates than other DISCOs like LESCO or IESCO?
No — NEPRA notifies one uniform tariff schedule for all 10 ex-WAPDA distribution companies. FESCO and the other nine (LESCO, IESCO, GEPCO, MEPCO, HESCO, SEPCO, PESCO, QESCO, TESCO) bill the exact same per-unit rates and fixed charges for a matching category; only K-Electric (Karachi) is on a separate tariff. The company only changes which area and account-numbering system you fall under, not the price you pay per unit.
My FESCO bill jumped a lot after using barely more units — why?
Because residential tariffs in Pakistan are non-telescopic: the WHOLE month gets billed at the rate of whichever slab your total lands in, not just the units past the threshold. An Unprotected consumer using 300 units (Rs 33.10/unit) owes roughly Rs 12,285 in total, but 301 units flips the whole month to Rs 36.46/unit and roughly Rs 13,592 — a jump of over Rs 1,300 from one extra unit.
Who decides if I'm billed as Protected, Unprotected or Lifeline on my FESCO bill?
FESCO does, based on your consumption history — not on a single month's reading. Averaging 200 units or less over 6 months qualifies you as Protected; 100 units or less over 12 months qualifies you as Lifeline. Your bill already shows which category you're in, so use that one in the calculator rather than guessing.
Why does FPA on my FESCO bill go negative sometimes?
FPA (Fuel Price Adjustment) tracks the gap between the fuel cost baked into the base tariff and what fuel actually cost that month, applied with roughly a two-month lag. If fuel came in cheaper than the assumed baseline, the adjustment flips negative and lowers your bill instead of adding to it — always take the figure straight from your latest bill.
I barely used any electricity — why is there still a fixed charge on my FESCO bill?
The fixed/customer charge pays for keeping your connection maintained, billed per kW of your sanctioned load (or a flat per-consumer fee for smaller categories) no matter how little you consumed. Only Lifeline consumers skip it — and even they pay a minimum monthly charge in its place.
