QESCO Rates Are the Same NEPRA Schedule as Every Other Ex-WAPDA DISCO
QESCO (Quetta Electric Supply Company) is a distributor, not a price-setter — NEPRA's single notified tariff applies across it and the other 9 ex-WAPDA companies (LESCO, IESCO, FESCO, GEPCO, MEPCO, HESCO, SEPCO, PESCO, TESCO) alike, with K-Electric in Karachi the lone company outside that schedule. QESCO itself is responsible for Quetta and the rest of Balochistan. QESCO's service area is Balochistan — by far Pakistan's largest province by land area but its smallest by population, so QESCO runs the lowest consumer density per kilometre of any DISCO on this list.
Worth knowing before you read your bill: the slabs are non-telescopic, so QESCO doesn't apply the higher rate only to units past a threshold — it applies to the full month's units once you cross one. A 1 kW Unprotected connection using 300 units (Rs 33.10/unit) comes to roughly Rs 12,285, while 301 units re-rates the month to Rs 36.46/unit, roughly Rs 13,592.
How Protected / Unprotected / Lifeline Status Works
There's no form to fill out for this — the category updates itself based on a running average of your past consumption:
- Lifeline: 12-month average consumption ≤100 units — the lowest rates (Rs 3.95–7.74/unit), exempt from fixed charges, but no slab benefit if you exceed 50 units in a month.
- Protected: 6-month average consumption ≤200 units — subsidised rates (Rs 10.54–13.01/unit) with the benefit of one previous slab.
- Unprotected: everyone else — full tariff rates from Rs 22.44/unit up to Rs 47.20/unit above 700 units.

Reading the Non-Energy Lines on a QESCO Bill
Past the energy charge, a QESCO bill stacks five more line items before you reach the total:

*The Protected tariff table only defines slabs up to 200 units — a real Protected consumer averaging over 200 units for 6 months would be reclassified as Unprotected, so these rows are illustrative of the rate structure, not a realistic bill for that consumer. Notice the Unprotected jump from 300→301 units: about Rs 1,308 for one extra unit, purely from the slab-cliff mechanic. Frequently Asked Questions
Would my bill be any different if I were under a different DISCO than QESCO?
Not on price — one NEPRA-notified tariff schedule fixes the per-unit rate across all 10 ex-WAPDA companies including QESCO, so any of them would charge the same amount for the same category and usage. The only outlier is K-Electric, which bills Karachi under a completely separate tariff.
QESCO billed me at a much higher rate this month for only a slightly higher reading — is that a mistake?
Probably not a mistake — it's how non-telescopic slabs work: once your total crosses a slab line, that line's rate applies to the whole month, not just the units above it. At 300 units (Unprotected, Rs 33.10/unit) you'd owe roughly Rs 12,285; at 301 units, billed at Rs 36.46/unit, roughly Rs 13,592.
How often does QESCO re-check whether I'm Protected, Unprotected or Lifeline?
It runs continuously off a rolling average, not a fixed schedule — 6 months at 200 units or under keeps you Protected, and 12 months at 100 units or under keeps you Lifeline. Whatever category is currently printed on your QESCO bill is the one to select in the calculator.
If fuel prices drop, does that show up on my QESCO bill automatically?
Yes, through the FPA line — it reconciles the fuel cost assumed in the tariff against the actual cost that month, with about a two-month lag, and goes negative (a credit) when real costs came in lower. The exact figure for a given month is whatever's printed on that month's bill.
Is the fixed charge on my QESCO bill based on how much electricity I used?
No — it's based on your sanctioned load in kW, which is why it shows up even in a month of near-zero consumption (some smaller categories instead pay a flat per-consumer amount). Lifeline consumers don't pay it at all, but are subject to a minimum monthly charge in its place.
