How Protected / Unprotected / Lifeline Status Works

- Lifeline: 12-month average consumption ≤100 units — the lowest rates (Rs 3.95–7.74/unit), exempt from fixed charges, but no slab benefit if you exceed 50 units in a month.
- Protected: 6-month average consumption ≤200 units — subsidised rates (Rs 10.54–13.01/unit) with the benefit of one previous slab.
- Unprotected: everyone else — full tariff rates from Rs 22.44/unit up to Rs 47.20/unit above 700 units.
TESCO tracks your consumption history and prints your assigned category directly on your bill — this calculator can't work that out for you, so select whichever category actually appears on your bill.
What Else Gets Added to the Bill
- Fixed Charge: billed per kW of sanctioned load (residential Protected/Unprotected use the full load; Time-of-Use residential uses 50% of load; Commercial/Industrial/Agriculture kW-based tariffs use 25% of load or actual maximum demand, whichever is higher) — or a flat per-consumer amount for smaller commercial/industrial categories.
- FPA (Fuel Price Adjustment): a monthly per-unit true-up of actual vs. assumed fuel cost — can be negative (a credit) when fuel prices fall.
- QTA (Quarterly Tariff Adjustment): a separate quarterly true-up for capacity, O&M and other system costs, revised every three months.
- Electricity Duty: a provincial tax on the subtotal, typically around 1.5% — check your bill for the exact figure.
- GST: 18% general sales tax applied to the subtotal.
- TV Fee: a flat PTV licence fee (commonly Rs 35) included on most domestic bills.

*The Protected tariff table only defines slabs up to 200 units — a real Protected consumer averaging over 200 units for 6 months would be reclassified as Unprotected, so these rows are illustrative of the rate structure, not a realistic bill for that consumer. Notice the Unprotected jump from 300→301 units: about Rs 1,308 for one extra unit, purely from the slab-cliff mechanic. Figures verified against a real IESCO bill and this page's own calculator, which excludes TV fee (Rs 0) by default — add it in "Customize" if your bill shows one.
Frequently Asked Questions
Should I expect to pay more or less with TESCO compared with a neighbouring DISCO?
Neither — the per-unit rate for any given category is set once by NEPRA and applied identically across all 10 ex-WAPDA companies, TESCO included, so neighbouring DISCOs charge the same. K-Electric in Karachi is the only company that prices outside this shared schedule.
A small bump in units caused a big bump in my TESCO bill — what happened?
You likely crossed a slab boundary, and Pakistani residential tariffs are non-telescopic, so the new, higher rate gets applied to the entire month's units rather than just the ones above the line. 300 units (Unprotected, Rs 33.10/unit) costs roughly Rs 12,285; 301 units, now at Rs 36.46/unit for the whole month, costs roughly Rs 13,592.
Is my Protected/Unprotected/Lifeline status with TESCO permanent, or can it change?
It can change — it's recalculated from a rolling average rather than fixed for good: 6 months averaging 200 units or fewer keeps Protected status, and 12 months averaging 100 units or fewer keeps Lifeline status. TESCO updates the category on your bill automatically, so always match the calculator to what's currently printed.
Why does the FPA amount on my TESCO bill look different every single month?
Because it's recalculated monthly — FPA measures the gap between the fuel cost assumed in the tariff and the fuel cost actually incurred, applied with roughly a two-month lag, so it moves as real fuel prices move (and can go negative). Use whatever value is printed on your current bill.
Does TESCO waive the fixed charge if I didn't use much electricity?
Only for Lifeline consumers — everyone else pays it regardless of usage, since it's billed against your sanctioned load in kW rather than actual consumption (smaller categories get a flat per-consumer fee instead). Lifeline consumers skip this line but pay a minimum monthly charge in exchange.
